General Director of the Tashkent Aviation Production Association named after V.P. Chkalov (1969-1984).

Viktor N. Sivets was born in 1919 in Kyrgyzstan. After graduation from the Department of Aviation Engineering at KAI, he worked at the Tashkent Aviation Plant as a foreman (1943-1944), senior foreman (1944-1945), workshop manager, production manager, deputy chief engineer (1947-1963), engineer in chief (1963-1969), director (1969-1976). During his work at the plant, the production of the Antonov AN-22 “Antei” and Ilyushin Il-76 aircrafts and assembly of the wings of the world's largest air liners An-124 “Ruslan” and An-225 “Maria” had begun.

As the director of the plant, he proved himself as an outstanding production manager, a highly qualified engineer, a creative and ambitious person with the qualities of a true scholar and tireless experimenter. V. Sivets was especially interested in new and advanced technologies, directly involved in the development of production management systems. The matter of his particular concern was the leadership training.

Twice Hero of Socialist Labor,
USSR State Prize laureate (1973), the Lenin Prize laureate (1978), the Al-Beruni State Prize of the Uzbek Soviet Socialist Republic laureate (1974),
Recipient of five Orders of Lenin, the Order of the October Revolution and other medals.

One of the streets in Tashkent and the Palace of Culture and Technology of the Tashkent Aviation Production Association were named after Viktor N. Sivets.
